EASY AS 1 –2 –3

1.   Complete the proper entry form and mail by August 25, 2008.
2.   If your entry tags were mailed to you attach to your entry or register on entry day and attach to your entry (except livestock);
3.   Bring your entry to the fair on entry day (see General Rules) Take each entry to the exhibit building  - NO LATER THAN 6:00 PM MONDAY (sorry, no exceptions.)

SPECIFIC ENTRY INFORMATION

ENTRY FORM: Complete ALL information requested. Social Security numbers are required for processing of your livestock entry. Children must use their own social security number. Parents of youth exhibitors are encouraged to assist children in completing their entries to include all projects completed or near completion. Locate an accurate description of your entry under the proper Department listings in this handbook. Record the Department number, Section number, class number and the descriptive wording as shown. In many instances you will want to enter exhibits of anticipated production (i.e. flowers, crops, projects near completion, etc.) — these types of entries are acceptable and it is understandable if you are not always able to exhibit some of those items because of the "unpredictable" and no penalty is assessed for lack of an entry. Be sure to REVIEW the General Rules (Refer to table of contents) and the Special Information at the beginning of each Department so that your entry will not be disqualified for any reason. DEPARTMENT 22: Follow the individual entry procedure indicated in the information provided for the contest listed.

Attach entry tag securely to each item being exhibited. (Note: it is suggested that if you will be on location at the fairgrounds preparing your entries, you come equipped with supplies such as tape, string and/or safety pins to aid you in accomplishing this task.) Take each item to the proper DEPARTMENT in which it is entered. If you need help, the Department personnel on duty will be glad to provide assistance. Be sure to allow enough time to take your exhibits to the building by the deadline of 6:00 PM on MONDAY — we cannot make exceptions to this rule since the Department personnel need the time to arrange exhibits for judging. 

IF FUNDS ARE AVAILABLE CHECKS WILL BE DISTRIBUTED ON MONDAY WHEN YOU PICK UP YOUR EXIBITS.

GENERAL RULES AND REGULATIONS 

1.       All exhibitors agree to be bound by the rules and regulations of Green Township Community Fair.

2.       The Fair Management reserves the right to amend or add to these guidelines as its judgment may determine.

3.       Reasonable care will be taken to protect all exhibits on display from all injury and damage but the Fair is not, in any way, to be held responsible for accidents, loss of damage by water, fire, theft, or otherwise, whatever may be the cause of extent of the damage or loss.

4.       Entries will be made according to classification.

5.       Premiums, as listed, may be given for meritorious exhibits. 

6.       In cases where there is no competition, judges may give an award such as they deem the exhibit is worthy to receive. 

7.       Same rule applies where there are fewer entries in any class than the number of premiums offered. 

8.       The judges may, at their discretion, award a ribbon or rosette.

9.       It shall be the responsibility of the exhibitor to provide the PROPER NAME OF THE ARTICLE OR BREED OF LIVESTOCK he/she is entering. 

10.    Any exhibit improperly entered will be disqualified to receive a premium, but the judges will mark the correct name on the entry tag for the benefit of the owner so the same mistake in entering need not be made the second time.

11.    All entries must have been grown, produced or made since the last fair by the person whose name appears on the exhibit tag. 

12.    If entries are to be limited to residents of the county, or the specified area, this must be stated in the fair’s premium book or tabloid under the rules section.

13.    Any exhibitor may be required to prove ability to reproduce entry in any department in the presence of a qualified person.

14.    Superintendents reserve the right to bar from competition any entry of inferior quality and those not possessing sufficient merit to warrant recognition. 

15.    The Fair reserves the right to remove any exhibit not worthy of viewing by the public. 

16.    Food products cannot be treated with any substance that causes them to become poisonous and unfit to be used for consumption. 

17.    Any such incidents must be reported to the Pennsylvania Agricultural Fair Program for further review.

18.    No exhibit may be removed at any time before the close of the fair except by consent of the management of the fairs.

19.    Where award ribbons are stolen or destroyed, the exhibitor may receive a duplicate at the close of the Fair or show which shall be supplied by the Fair free of charge.

20.    Judging is viewed as an educational process and the public is encouraged to view the judging event. 

21.    Any exhibitor interfering with the judges while making awards shall forfeit any premium to which he/she would otherwise he been entitled.

22.    Each fair is to implement this effort based on available space.

23.    DEPARTMENT SUPERINTENDENTS MAY ENTER EXHIBITS IN THEIR OWN DEPARTMENTS, but neither they nor any other exhibitor may communicate with the judges during the time of determining the awards, except to answer questions proposed by the judges.

24.    All livestock offered for premiums must have been the property of the owners thirty (30) days or longer, health papers are to be issued in the name of the exhibitor.

25.    Should any animal awarded a prize be disqualified, the animals gaining the lower prizes shall move into the next higher position, If in the opinion of the judges, the animals are worthy of such prizes.

26.    Over fitting of cattle will be discouraged. 

27.    Any artificial means used to change the form or shape of an animal will disqualify it from competition.

28.    When on exhibition in the ring, each animal must be under halter in charge of owner or employee.  

29.    The Fair will have standby attendants available during the youth judging or showing, men designated if there is trouble with the animal.

30.    Joint ownership considers being as one owner in accordance with registration papers.

31.    Recognizing the fact that it is not possible to list every desirable or worthwhile Class in each Section of each Department, and that fashion and fad—particularly in the areas of Needlecraft, Domestic Art, and Fine Art—may change the norm, it is intended that each Fair shall add or delete classes in what they perceive to be their own best interest. 

32.    SUCH CHANGES SHALL NOT IN ANY WAY JEOPARDIZE THE PREMIUM REIMBURSEMENT UP TO THE MAXIUMUM set forth in each Section of each department.

33.    It is permissible for each Fair to establish Supreme Champion Classes.

34.    Entry fee – 10% of First Prize.

35.    Junior division shall be open only to students who enrolled in elementary or secondary schools.

36.    All 4-H and FFA Livestock exhibitors must inform the Entry Clerk of said status AND PROVIDE PROOF OF MEMBERSHIP. 

37.    THEY MUST PRESENT THE SIGNATURE AND PHONE NUMBER OF THEIR EXTENSION AGENT OR ADVISOR

38.    If the Fair Management believes any of the exhibits were shown in previous years, those entries may be refused.

39.    First bedding will be supplied by the Fair Board – sawdust.

40.    There will be a $25.00 charge for all trailers used by exhibitors on grounds.  Paid with entry fee.

41.    All livestock exhibitors must provide Social Security Numbers.  

42.    Federal Law requires we report all awards in excess of $600.00.

43.    Exhibitors are not permitted to look at judging books.

44.    Exhibits, other than livestock, will be released on Monday September 15  from 4 – 7 PM.

LIABILITY

1.       PERSONAL AND PROPERTY DAMAGE

All persons who enter upon the fairgrounds and use the facilities on said grounds for the purpose of exhibiting, displaying, competing or in any other manner participating in the Fair do so at their own risk.  The Green Township Community Fair Cookport PA will not be liable for any personal injury or property damage suffered by any person visiting the Fair irrespective of how such injury or damage occurs.

The Green Township Community Fair Cookport PA will not intentionally show or permit to be shown any dangerous attractions on the grounds. However, the showing of certain attractions require that spectators be reasonably careful in their conduct and be reasonably watchful of the conduct of children; and although the Green Township Community Fair will take every precaution, It will not be responsible for any personal injury of property damage suffered by reason of any attraction shown or exhibited during the Fair.

2.       PREMIUMS  

In the event that the receipts of the Fair are insufficient to meet all expenses and to pay all premiums in full, the Green Township Community Fair Cookport PA reserves the right to prorate the funds available for premiums among the respective winners and payment on a prorated share, though less than the amount advertised, shall constitute a full and complete discharge of any premium obligation.  Premiums will be paid on only that which is offered in premium List.  Premiums will be paid as soon as possible after the fair is over.  Entries limited to One (1) exhibit in any one class per exhibitor. Except livestock classes Premiums will only be given where merited.  School children of adjoining school jointures may exhibit.

NOTICE TO LIVESTOCK EXHIBITORS

You are required to notify the Secretary, by entry form as to the kind of livestock and number of head that you expect to show.  Horse/Livestock entry deadline is August 27, 2008.  This is necessary due to limited space and is to your advantage to report early, so that you are assured pens.  Entry fees should accompany entry forms. If Social Security Numbers are not provided on entry form, Premium checks over $600.00 will not be mailed until Social Security Number is provided.

ALL ANIMAL HEALTH REGULATIONS

All animals admitted to fair shall be identified by a unique and permanent ear tag, tattoo, brand or records of unique physical attributes. Animals known to be infected with or exposed to any contagious, infectious or external parasitic disease, and animals restricted by quarantine may not be assembled for show purposes.
All animals admitted to fair must comply with applicable slate (7 PA Code) or federal (9 CFR) rules. All cloven-hoof animals, not subject to 7 PA Code or 9 CFR, including members of the deer and damilid families, shall have been born in Pennsylvania or resided in Pennsylvania for at least six (6) months and shall be brucellosis and tuberculosis tested (negative) by an accredited veterinarian within 60 days of admission to the show.
Animals presented for exhibition will be subject to inspection by show officials and will be rejected if evidence of infectious contagious or parasitic disease is apparent or if health certification or identification documentation is not acceptable.
All animals should be held in isolation for at least 30 days after return to the herd of origin.

GUIDELINES FOR CARE OF ANIMALS

It is the responsibility of each exhibitor to care for animals in a manner that is responsible and ethical. Following are some guidelines for the treatment of animals exhibited at the show.

a. Restraining Animals

i. Animals should be tied or penned in a manner that will not hurt the animal or restrict its breathing in any way

Ii. Animals should be tied so that all four feet are firmly on the ground and they have enough room to stand comfortably and lie down.

iii. Animals should be tied so that they are not able to injure animals tied near them.

iv. Animals unaccustomed to each other should not be penned together.

b. Handling - Any type of rough handling which could harm the animal is prohibited. The use of whips, canes, and shows sticks should be restricted to showing only and then is used only to guide the animals, not punish them. Remember that animals will respond quicker and better to quiet, gentle handling, than loud, rough handling.

c. Bedding - All animals should have bedding that is dry and clean. Pens should be cleaned regularly to keep the animals clean and comfortable. If nontraditional bedding such as carpeting is used, it should be regularly cleaned (at least twice daily) to keep the pen free from manure.

d. Feeding & Water - Animals should be well fed and have access to clean water regularly. Realizing that many market animals must have restricted amounts of feed to maintain the proper weight, animals must be fed adequate amounts of feed to meet the animal's basic requirements. Animals not allowed reasonable access to feed and water will be disqualified from the show.

e. Transportation - Animals should be transported in a way that is both safe and considerate of the animal's well being.

f. Blanket/Sweat Collars - Any type of material such as blankets or sweat collars should be large enough to permit normal body functions such as breathing, eating, drinking or lying down.

g. Health - It is the responsibility of the exhibitor to provide proper health care for their animals through routine inspection and consultation with health care professionals. The improper or illegal use of drugs or antibiotics is prohibited. If medication is indicated, be sure to follow the label directions and allow more than the stated withdrawal time.
